The Oregonian: METHAMPHETAMINE AWARENESS DAY

Today is National Methamphetamine Awareness Day — the first time a president has designated a day to focus national attention on methamphetamine, an extremely destructive and harmful drug.

For parents, today is a reminder of the importance of talking to our children about dangerous drugs. For our youth, it is an opportunity to reaffirm a commitment to a drug-free future. For those struggling with addiction, it is an occasion to seek treatment. And for all Americans, it is an opportunity to thank law enforcement officers, treatment counselors and prevention advocates whose efforts have contributed to a nearly 20 percent decline in drug use among American youth over the past four years.

Today is also an occasion to reflect on the progress our nation has made in attacking methamphetamine. In 2005, the number of methamphetamine laboratory incidents in America declined by 29 percent from the previous year and is continuing to decline this year. And there is more good news: Methamphetamine use among youths is down 36 percent (from 2001 to 2005), and positive tests for meth in the workplace have declined 45 percent since 2004. In short, fewer people are making meth in America, and fewer people are using it.

This good news is proof that a balanced drug control strategy can yield meaningful results. But our fight against methamphetamine is not over. Earlier this year, the administration released the nation’s first Synthetic Drug Control Strategy, a coordinated effort among government institutions at the federal, state and local levels that sets ambitious goals for America. The strategy calls for an additional 25 percent reduction in domestic methamphetamine laboratories (beyond the 29 percent reduction already seen last year), and a 15 percent reduction in methamphetamine use, both by the end of 2008. Again, the good news is that we are on track to meet these goals, with past year methamphetamine use declining 29 percent over the prior three years, and steady declines in the number of meth labs across our nation.

Meanwhile, we know that simply reducing the supply of methamphetamine is not enough. We also must reduce the demand for the drug. This means offering treatment opportunities to help heal those who are addicted. It means stopping use of methamphetamine before it starts by supporting the most effective drug-prevention initiatives — especially those aimed at youth. That is why the president has requested that Congress provide historic levels of support for drug programs.

As our nation reflects on the progress we have made and the challenges that remain in reducing methamphetamine use, all Americans, especially our youth, should reaffirm their commitment to a drug-free future. The devastating effects of using any illicit drug — on the individual, family and community — cannot be overstated.

Iran Nuclear Watch: Russia Begins Delivery of Tor-M1 Air Defense Missile Systems to Iran

Tor M1 Air Defense System

Russia has begun deliveries of the Tor-M1 air defence rocket system to Iran, Russian news agencies quoted military industry sources as saying, in the latest sign of a Russian-US rift over Iran.

“Deliveries of the Tor-M1 have begun. The first systems have already been delivered to Tehran,” ITAR-TASS quoted an unnamed, high-ranking source as saying Friday.

The United States has pressed Russia to halt military sales to Iran, which Washington accuses of harbouring secret plans to build a nuclear weapon.

Moscow has consistently defended its weapons trade with Iran. Russian Defense Minister Sergei Ivanov said the contract for 29 rocket systems, signed in December last year, was legitimate because the Tor-M1 has a purely defensive role.

ITAR-TASS reported that the rockets were to be deployed around Iran’s nuclear sites, including the still incomplete, Russian-built atomic power station at Bushehr.

Right.

A defensive system to be ULTIMATELY used against Israel and the United States. This Russian DEAL with the Iranians has been in the making for almost a year. A brief history is here.

In the meantime, the Russians and Chinese continue to stall a sanctions resolution in the United Nations Security Council. Could it be that Iran has NOT paid Russia? Or does Russia wish to guarantee delivery?

In August, Washington announced sanctions against several companies, including Russian arms exporter Rosoboronexport, for supplying technology to Iran that could allegedly be used to develop missile technology and weapons of mass destruction.

Under the sanctions no US company can deal with foreign companies on the sanctions list for two years.

A spokesman for Rosoboronexport contacted by AFP would not confirm or deny the reports about the Tor-M1 delivery, which were also issued by the Interfax news agency.

So, should the United States and Israel interdict these systems before they are fully deployed?

And involve Russia?

Depends upon the “POINT OF NO RETURN.”

Russia and China are NOT our friends but will they go to war with America to protect trade with Iran?

Doubtful - especially since the United States at the outbreak of hostilities would take the Iranian oil fields, and cut off oil to China.

But, Rome is burning while President Bush and Condoleezza Rice FIDDLE in the United Nations.

Iran Nuclear Watch: IAEA Waives Decision on Aid for Iran’s Arak Nuclear Reactor

AP: IAEA board agrees to deny Iran nuke aid

The U.N. nuclear watchdog agency effectively agreed Wednesday to deny Iran technical help in building a plutonium-producing reactor but left room for Tehran to renew its request in two years, diplomats said.

A committee of the International Atomic Energy Agency forwarded a summary of three days of deliberations on 832 requests for technical aid to the full board, scheduled to meet Thursday.

That gathering was expected to waive a decision on Tehran’s request for aid for its Arak reactor. That, in effect, would deny IAEA money for Arak — at least for the next two years, after which new requests will be considered.

The two diplomats — from countries on opposing sides of the issue — had different interpretations of what the expected ruling would mean, reflecting the depth of the dispute. Both demanded anonymity because they were not authorized to discuss the topic with the media.

A European diplomat said the tentative agreement effectively meant that Iran’s request was turned down. Another diplomat, from a developing nation, said it meant that the issue remained on the table because it could be revisited.

“It certainly is not denied,” he said.

The committee summary noted that “several members expressed the need for caution regarding technical cooperation with the Islamic Republic of Iran.” They “expressed particular concern” over Arak, saying they could not approve other Iranian projects if aid for the reactor were approved, said the summary of the closed meeting, obtained by The Associated Press.

Now, why would Iran need help with the Arak Heavy Water Reactor pray tell?

PLUTONIUM FOR NUCLEAR WEAPONS

Gregory L. Schulte, the chief U.S. representative to the IAEA, said his country had no choice but to oppose aid to Arak, given past calls by the board for the project to be stopped, “the widespread distrust of Iran’s nuclear program and the risk of plutonium (being) diverted from this reactor for use in a (nuclear) weapon.”

In the meantime, Iran realizing the vote to be lost does the next best thing: BLAME ISRAEL.

Iran, meanwhile, used the gathering to criticize Israel, expressing “deep concern as a result of the threat of armed attack against Iran’s nuclear facilities and installations.”

“Recently the Zionist regime has augmented the campaign and threat,” said a Nov. 13 letter from Iran’s IAEA representative, Ali Ashgar Soltanieh, obtained by the AP. The letter was attached to an IAEA document issued for the meeting saying Soltanieh had asked that his comments be circulated among delegates.

When the “POINT OF NO RETURN” is reached, Iran will not only have Israel but American bombs/missiles visiting Arak.

And Japan is aware of this and has pulled financing for any further Iranian projects - as had Switzerland (Credit Suisse Group and UBS AG, Switzerland’s biggest banks) earlier in the year.

So, what does the United States State Depatment do?

Remember Alberto Fernandez? The State Department press officer was forced to apologize last month after telling Al Jazeera that the U.S. had shown “arrogance” and “stupidity” in Iraq.

Well after a month of silence, the State Department is finally speaking out on Fernandez — not to condemn him, but to praise his “integrity, courage, [and] sensitivity.”

Fernandez was selected from three department nominees for the Edward R. Murrow Award for Excellence in Public Diplomacy by Tufts University… for his work with pan-Arab media … to increase the number of appearances by U.S. officials.

He receives a certificate signed by Secretary Condoleezza Rice — and $10,000 in cash.

Does anyone wonder why the GOP lost control of Congress and the President’s polling numbers are in the basement?

This is, after all, the same U.S. State Department that gave performance awards to bureaucrats responsible for the lax visa policies that paved the way for the 9/11 terrorists.

Iran and Zimbabwe “think alike” and “should fight against Western superpowers and their evil systems”, says President Robert Mugabe.

According to reports, the Zimbabwean leader, who was on a four-day state visit to Iran aimed at bolstering political and business ties, said his country and Iran had to come together and work out “mechanisms for defending ourselves”.

Iran and Zimbabwe had been labelled “outposts of tyranny” by American secretary of state Condoleezza Rice.

But Mugabe - who proudly described Iran as a great friend - dismissed the accusation saying that “only God can judge”.

Mugabe said: “Some people who regard themselves as demigods say we belong to the axis of evil. Who are they to judge us?” He was speaking shortly before holding closed-door talks with his Iranian counterpart Mahmoud Ahmadinejad on Monday.

Looks like a recount in Virginia with Montana and Missouri going blue. If Virginia goes to Webb then Democrats win control of the U.S. Senate - as per Flap’s prediction.

The GOP will lose between 20 and 25 seats in the House and control.

Xinhua: California election turnout expected to be modest

Overall, turnout is expected to be modest with roughly 8.7 million - or 55 percent - of California’s 15.8 million registered voters likely to cast ballots by the time polls close at 8 p.m., according to California Secretary of State Bruce McPherson.

That would put turnout above the 51 percent of four years ago, when Governor Gray Davis won reelection, but below the 60 percent of October 2003, when voters recalled Davis and replaced him with Arnold Schwarzenegger.

McPherson projected that 44 percent of the votes cast in the Tuesday election will be by absentee ballot. By Friday afternoon, the ballots of at least 1.8 million voters had already reached county election offices.

Mark Steyn Watch: Canada’s Indigo Books NOT Boycotting “America Alone”

Re: Steyn’s Book Can’t Be Found In Canada, Nov. 3.

Charges that Indigo is “boycotting” Mark Steyn’s book, America Alone, are ludicrous. Mr. Steyn’s book was for sale at Indigo’s channels in September of this year and it promptly sold out. Indeed we should have purchased more initially but the moment we realized the error, we immediately placed a reorder for several thousand more books. As of this moment, we, as well as most other book retailers in Canada, are still awaiting new copies from the publisher, which we are told will arrive in mid-November.

It is regrettable that Mr. Steyn doesn’t acknowledge that he wrote his Maclean’s piece even though his Canadian sales representative had fully informed him of his book’s reorder status with Indigo. We find it also curious that he chose to unfairly attack Indigo, while most other book retailers in the country are also sold out.

While one has to admire Mr. Steyn’s self-promoting efforts, there is a fine line between publicity and defamation. To make an accusation of “boycott” is a serious allegation and one should not be able to make it just to create buzz and sell more books.

Algeria, Egypt, Morocco, Tunisia, UAE and Saudi Arabia seek atom technology

The spectre of a nuclear race in the Middle East was raised yesterday when six Arab states announced that they were embarking on programmes to master atomic technology.


The move, which follows the failure by the West to curb Iran’s controversial nuclear programme, could see a rapid spread of nuclear reactors in one of the world’s most unstable regions, stretching from the Gulf to the Levant and into North Africa.

The countries involved were named by the International Atomic Energy Agency (IAEA) as Algeria, Egypt, Morocco and Saudi Arabia. Tunisia and the UAE have also shown interest.

All want to build civilian nuclear energy programmes, as they are permitted to under international law. But the sudden rush to nuclear power has raised suspicions that the real intention is to acquire nuclear technology which could be used for the first Arab atomic bomb.

The feckless failure of the European Union and the United Nations in curbing Iran’s nuclear ambitions has set off a nuclear arms race in the Middle East.

The United States should NOT cooperate with this transfer of technology and should threaten withdrawl from the IAEA if they approve such.

The “POINT OF NO RETURN” for Israel and America to deal with Iran’s nuclear weapon production uranium enrichment is fast approaching.

John Kerry Watch: Kerry Makes Direct Apology to Troops

Reuters: Kerry makes direct apology to troops

Democratic Sen. John Kerry apologized directly to U.S. troops on Wednesday for comments about Iraq that had prompted a firestorm of criticism from Republicans and President George W. Bush.

“I sincerely regret that my words were misinterpreted to wrongly imply anything negative about those in uniform and I personally apologize to any service member, family member or American who was offended,” Kerry said in a statement.

Kerry said earlier in the day he was sorry for a “botched joke” about Bush that was interpreted as a slam on the U.S. military. Republicans demanded a more direct apology and seized on Kerry’s comments to students as a sign of Democratic weakness on national security.

As a combat veteran, I want to make it clear to anyone in uniform and to their loved ones: my poorly stated joke at a rally was not about, and never intended to refer to any troop.

I sincerely regret that my words were misinterpreted to wrongly imply anything negative about those in uniform, and I personally apologize to any service member, family member, or American who was offended.

It is clear the Republican Party would rather talk about anything but their failed security policy. I don’t want my verbal slip to be a diversion from the real issues. I will continue to fight for a change of course to provide real security for our country, and a winning strategy for our troops.

Reuters: Kerry apologizes for “botched” Iraq joke

Democratic Sen. John Kerry said on Wednesday he was sorry about a “botched joke” that drew election-year fire from President George W. Bush and other Republicans who accused him of insulting U.S. troops in Iraq.

Kerry reiterated the target of his joke was Bush, who immediately seized on the senator’s remarks to rally Republican supporters ahead of Tuesday’s elections, in which the party’s control of Congress is at risk.

Kerry said he was returning to Washington from a trip campaigning on behalf of Democratic congressional candidates because he did not want to be “a distraction.”

Some Dems Join GOP Seeking Kerry Apology

A few Democratic candidates joined Republicans Wednesday in pressing John Kerry to apologize for a comment critics said appeared disrespectful of U.S. troops as several Kerry campaign appearances were canceled.

“Whatever the intent, Senator Kerry was wrong to say what he said,” said Democratic Rep. Harold Ford Jr., running for Senate in Tennessee.

“Sen. Kerry’s remarks were poorly worded and just plain stupid,” said Montana Senate President Jon Tester, a Democrat trying to unseat GOP Sen. Conrad Burns. “He owes our troops and their families an apology.”

“I’m sorry he did what he did. But I think the issue … we want to make sure it doesn’t confuse the subject of the war in Iraq,” Democratic Rep. Ben Cardin, running for Senate in Maryland, said on CNN.

And even Hillary NOW says Kerry needs to apologize. Murtha?

Sen. Hillary Clinton, speaking at a Kingston campaign stop this morning, joined the chorus of Democrats criticizing Sen. John Kerry for what the former presidential candidate has called a joke gone awry.

“What Sen. Kerry said was inappropriate,” she said.

Asked if Kerry should apologize, President Bush and other members of both parties have said, Clinton said “I heard he said he was sorry.”

Clinton tried to deflect attention from the controversy by saying “elections are about the future,” and “we don’t have to be re-fighting the 2004 election, as much as President Bush would like that.”
